Can you install a heat pump in a terraced house or small garden?

What do I need to know first?

  • Many terraced homes can use a heat pump. Suitability depends on an individual design, not house type alone.

  • The outdoor unit needs airflow, a firm mounting position and safe access for servicing.

  • England and Wales no longer use their former fixed boundary-distance rules, but the Microgeneration Certification Scheme (MCS) 020a sound test and other planning conditions remain.

  • Close walls, paving and façades can reflect sound in a narrow yard or side return.

  • Wall mounting saves ground space but needs structural, vibration and maintenance checks.

  • An air-to-water system normally needs indoor hot-water storage. Air-to-air systems usually do not provide hot water.

  • Planning, Building Regulations, grant eligibility and landlord or freeholder consent are separate.

  • Costs and running bills depend on the design, extra work, tariff and heating system being replaced.

A small garden is not, by itself, a reason to reject an air source heat pump. The main tests are whether the outdoor unit has enough airflow and service access, whether the noise calculation passes, and whether the home has a workable heating and hot-water design.

Terraced homes make those checks more demanding because neighbouring windows are often close. MCS guidance identifies terraces and other densely populated settings as places where the sound calculation may be harder to pass, rather than places where installation is automatically impossible.


Have the planning rules become easier for small gardens?

Yes, in parts of the UK. England removed its former one-metre boundary restriction in 2025. Wales changed its rules from 1 June 2026, omitting the provision that contained its former three-metre restriction. Noise, size, location and heritage controls still apply.

The Welsh boundary point is an editorial interpretation of the formal change: a 2024 Welsh Government statement described a three-metre rule, while the 2026 Order omits the relevant boundary provision.

Permitted development is planning permission granted automatically when every national condition is met. Local restrictions and special rules for listed buildings or protected areas can still apply, so the local planning authority should be consulted where the position is uncertain.


Where could the outdoor unit go?

The following table is a starting point. The installer must check the selected unit’s airflow, sound, structural support and safe servicing requirements.

A side return can be difficult because hard walls, paving and glass reflect sound. A shared passage, gate or escape route must also remain usable.

In England, a pitched-roof installation is not permitted development. A unit on a flat roof must be at least one metre from the roof’s external edge. Road-facing, listed-building and conservation-area restrictions may also affect the available position.

How is noise assessed near neighbours?

For a permitted-development installation using MCS 020a, the installer calculates sound at each relevant assessment position. The limit is 37 decibels, expressed as LAeq over five minutes. The assessment position is one metre outside the centre of an affected neighbouring window or door serving a living or sleeping room.

This is not a measurement at the boundary or a promise that the unit will be inaudible. The calculation uses the unit’s declared sound power, distance, reflecting surfaces and any qualifying barrier. The installer must complete it for every potentially affected assessment position and give the customer a copy.

The location of external heat pump units should be chosen to avoid creating a possible noise nuisance and minimise any impacts to neighbours.

Corners and enclosed yards can increase predicted sound. Wall-mounted units also need suitable vibration isolation so that movement is not transmitted through the structure.

If the calculation fails, possible responses include moving the unit, choosing a quieter model, adding a suitable barrier or applying for express planning permission.

Speaking to close neighbours can help, particularly where a unit will be near a bedroom window or shared sitting area. This does not replace the formal calculation or any required consent.


What indoor space does an air-to-water heat pump need?

An air-to-water heat pump warms water for radiators or underfloor heating and normally stores domestic hot water in a cylinder.

Energy Saving Trust says:

A standard air source heat pump doesn’t provide hot water on demand like a combi boiler.

A cylinder can often fit in a cupboard with at least 80cm by 80cm of floor space, although its size depends on hot-water demand and system design. A monobloc system keeps its main refrigeration components in the outdoor unit, reducing indoor equipment, but it does not remove the need to plan hot-water storage.

Possible alternatives include a heat battery, point-of-use water heaters or a hybrid arrangement. Air-to-air heat pumps warm rooms through indoor fan units and may suit some smaller homes, but they usually need separate hot-water provision. These options have different funding rules and may not provide the same whole-home service.


Will the heating system need changes?

Possibly. The installer should calculate each room’s heat loss, then assess radiators or underfloor heating, pipework, controls, insulation, electrical supply and equipment routes.

Flow temperature is the temperature of the water sent through the heating system. Under the current MCS standard, a design above 55°C should also be compared with one at 55°C or below. The efficiency and energy-use differences must be explained to the customer.

The installer must notify the distribution network operator—the company responsible for the local electricity network—and obtain advance connection permission where required. Property type alone cannot answer these design questions.


As a practical safeguard, keep the unit, pipework, drainage and brackets within land you are entitled to use. Record the access arrangement before signing if installation or servicing would require a neighbour’s land, a shared passage or someone else’s roof.

Leaseholders may need written freeholder permission even where planning permission and Building Regulations requirements are satisfied. Tenants should obtain landlord approval.

In England and Wales, work on or near a party wall or shared property boundary can engage the Party Wall etc. Act. A party-wall agreement is separate from planning permission and Building Regulations approval. Not every heat-pump installation will fall within the Act, so property-specific advice may be needed where brackets, excavation or pipework affect a shared structure or boundary.

How much could installation cost, and what funding applies?

Energy Saving Trust’s estimate, last updated on 16 July 2026, is around £12,000 for a typical air-to-water installation. Radiator changes, a cylinder, electrical work, scaffolding, an acoustic barrier, difficult access or planning work may add to a quotation.

In England and Wales, the Boiler Upgrade Scheme offers:

  • £7,500 for an eligible air-to-water heat pump.

  • £2,500 for an eligible residential air-to-air heat pump.

  • An additional £1,500 until 31 March 2027 for eligible air-to-water or ground-source installations where the property uses oil or liquefied petroleum gas and has no mains-gas connection.

The installer applies for the Boiler Upgrade Scheme grant. Its value should appear as an upfront discount on the quotation. Ofgem’s consent process does not, by itself, commit the property owner to a private contract with that installer.

Scotland’s Home Energy Scotland Grant and Loan offers eligible owner-occupiers up to £7,500 in grant funding for qualifying heat pumps, with an optional interest-free loan of up to £7,500. A £1,500 rural and island uplift may apply. The scheme has additional property, system and funding conditions.

Energy Saving Trust states that Northern Ireland had no specific heat-pump grant on the page checked for this article, although insulation support may be available through NI Energy Advice.

The live Ofgem page shows the £2,500 air-to-air grant as available from 21 July 2026. An Energy Saving Trust page last updated five days earlier still says it is not yet available. This article uses Ofgem’s position because Ofgem administers the scheme. Funding information was checked on 3 August 2026.

Running costs depend on system efficiency, radiator sizing, controls, electricity tariff and the heating system being replaced. Ask for a written performance estimate and do not assume bills will fall.


What should happen before installation?

  1. Check the site and tenure. Identify possible outdoor positions, ownership boundaries, access rights and any landlord or freeholder approval.

  2. Get a proper survey. An MCS-certified installer should assess heat loss, heat emitters, hot water, electrics, pipe routes and maintenance access.

  3. Compare written designs. Request a location drawing, itemised quotation, product data, performance estimate and the MCS 020a calculation where applicable.

  4. Confirm permissions. Record who will handle planning, Building Regulations, the distribution network operator and any party-wall or heritage issue.

  5. Keep funding separate from the contract. A Boiler Upgrade Scheme application or Ofgem consent step does not, by itself, bind the owner to an installer.

  6. Keep the handover pack. It should include commissioning documents, maintenance requirements, warranties and the MCS certificate. MCS requires the certificate to be generated and sent to the customer after registration of the completed installation.
